The Premise "You are being watched. The government has a secret system - a machine - that spies on you every hour of every day. I know... because I built it. I designed the machine to detect acts of terror, but it sees everything. Violent crimes involving ordinary people. People like you. Crimes the government considered irrelevant. They wouldn't act, so I decided I would. But I needed a partner, someone with the skills to intervene. Hunted by the authorities, we work in secret. You'll never find us. But, victim or perpetrator, if your number's up, we'll find you."
At first, the Machine delivered one Social Security number (or in one case, four connected ones) every so often. This was an acceptable arrangement for Harold Finch and John Reese, as, even when one was injured, they were still able to stop the crimes in progress. With the help of Detectives Fusco and Carter, they gained the information they needed for each case. As Reese and Finch successfully intercepted more and more crimes, The Machine began pumping out more numbers, identifying more potential victims or perpetrators, as though growing more confident in its creator's skill.
