That´s a rule of thumb for Mills. - Function over style.
This makes her come across as someone who isn´t too invested in herself.
Too be honest, people don´t come to her for her looks, they come to get a ride along the river. And the boat is spotless.
Personality:

History:
Her mother, Graciella Montaña met her father Piotr Luganov while on a trip to see the winter palace in Leningrad in -76. Piotr worked as a grifter and was made by Graciella, who was about to turn him over to the police. He managed to pursuade her not to.
She soon became part of Piotr´s schemes and before long, Milla was born.
Militrary school.

Mills is brought up in the shadow of her infamous uncle, the arms dealer Luganov. She early saw the effects of inexperienced people and guns. This made her determined to learn the trade how to patch up the injuries from a battle. She joined the military and did a tour as a medic for the sub-base at Murmansk. As the base started to dismantle its fleet, she evacuated the scene and started working for her uncle – against all odds.
Luganov used Mills as a fake UN-attaché to get important papers across borders and even as a nurse for Doctors Without Borders.

As the man approaches the main building at Eduardo Gomes, he sees an old rusty Range Rover heading his way over the runways. It stops by his side and a raven haired driver, wearing jeans and a checkered short sleeved blouse, greets him. "Need a hand with those bags, private?" The woman climbs out of the Discovery Mk2 and extends a hand while brushing away a strand of hair blowing across her face. "Lucy Mills, I understand you´re prepping for an excursion up the river? I got a call from our friend at HQ." She looks at the wooden boxes at the runway... "Are those yours too?"
Not waiting for a reply she walks over to them and reads the labels, "Agricultural machine parts..." ..."You´re a farmer then?" She smiles at the obvious mercenary. "So, are you going to help me load these babies?"
